When I go up to Sambor he has a yellow exclamation mark next to his name.
But when I click on him to bring up a dialog he tells me to go away and doesn't take the food.
This means you have no cabbage. Grab 20 Cabbage from your food store or from any vendor and try again.
I'm almost sure this is not true. Will test it later.

To be totally sure I made a test.
I got some vegetables from my food storage which are in the lowest possible condition - next stage would be rot next season.

As the following picture shows, the vegetables with only 12,5% condition are accepted by the quest

... and so they of course are also accepted by Sambor

As a general rule you can say that NPCs accept all food above or equal to 1% (same goes for tools and weapons) either for personal use (in working buildings) or for consumption (food demand) and also as quest objectives.
There's no exception from this rule.
Dear Sid1701d. Please stop "answering" players' questions when in truth you haven't the faintest idea what you are talking about. I have already noticed in numerous posts that your answers are usually complete nonsense and therefore the opposite of helpful. Please refrain from doing so, because you are not helping anyone. Quite the opposite. At best, you contribute to players who have questions being even more confused in the end - that's not OK.

The number in brackets is what you currently have in your inventory.
Meaning, Sambor asks for 20 and you have 0.
Good grief; just open your inventory and count the vegetables you carry. I honestly don't understand that your reaction to all the explanation was to make another reply with questions and assumptions instead of just looking in your inventory.
However, this doesn't mean that you have to be so rude in your response!!!
