If you have Display 1 and Display 2 tabs and all the drivers are up-to-date then you need open your GPU's control panel and tell it to use the High Performance (discrete) gpu to render your game.
Since your game settings say "temp", my guess is you do have a integrated gpu and that is the one the game is set to use.
one more thing, i have only 1 display
The Display 1 and Display 2 in DirectX diagnostics refers to gpu 1 and gpu 2, not your physical screen, aka monitor. If your system just has a discrete gpu then DirectX diagnostics will show Display 1 only.
i'm almost positive this is because of being played through XBOX Game Pass and they encrypt their games/.exe(s)
i plan on purchasing this game through steam when my game pass runs out, and for multiple reasons:
support the studio
have a non encrypted game so i can make use of my freesync setup and further optimize it
with radeon settings
and i don't plan on keeping Game Pass in the near future
once i purchase on steam, at the very least i will post here to see if my assumptions about the encrypted version are correct. perhaps i won't have to if the XBOX version is the cause of it and it is able to be remedied.

It doesn't matter that Xbox gamepass encrypts the game files. I'm just surprised you don't realize the Raedon control panel will select settings on a generic basis and they will override the game's settings when you start the game. The thing to remember is not to have conflicting settings between the RCP settings and the game's graphics options.
i guess we won't know unless someone that plays this game through game pass sees this and lets me know or if the devs can get back and can say if it's a game pass thing or not.
