The occupant of a house does not share with his neighbors.
If they still dont use it then place in house chest as suggested or in barrel next to water well.
Once they drink their water the emptied bucket is placed back into the resources shed chest where you take from and fill at well place into food hut chest.
All items show a detail below it when highlighted resources or Food.
I find it seems to also register in that barrel .
I've placed full buckets water even in the kitchen chest and cook uses them.
I could be wrong though with the villagers using them however from barrell next to well .
Buckets need to be filled before they can be used by your villagers for water so you need a well where you can filled them yourself (you need to carry the empty buckets) or employ a villagers to work there in which case the empty buckets need to go into the resource storage or the barrel at the well.
If you have a food storage, put filled buckets in there.
If not put them in your villager's houses.
The kitchen can use full water-buckets for some recipes. Also, it can use roasted meat stored there to make meat-pie. But your villagers shouldn't be able to eat this roasted meat from the kitchens chest. You'll have to put it in the Food-Storage or a Houses chest.
I think, for the well it's the same. Empty buckets stored in the wells barrel can be filled by this well. But the well can't do anything with already filled buckets.
