Do potential recruits respawn?
I lost a bunch of villagers early on and I'm now only finding one or two fresh recruits in different towns.

With season changes, yes.

Generally between one and three recruits per village upon season change. Usually gathered around the main camp fire in the village. Occasionally at a different seat … so if you only find one at the the main campfire look around to see if there are more recruits at nearby seats.
