I really don't think that...
I have Roland He is in everything, 3,6,3,3,6,3 I had him doing the farming from time to time when I needed him. I put him in hunting and I haven't moved him for awhile, I just added a female who is 30 and only does hunting and I got her because it is slim pickings for her to be someone in my village, she is I think 30 and I hooked her up with Otto who is 29 and I was like okay good, he has a partner now.

I tried to move Roland to the mine that just opened up for me to mine iron and I thought wow, great now I can get Roland to mine, he is level 3 and I thought having him is good because I can move him around to all the jobs I have when I need someone to fill in well... he didn't see it that way his happiness went down, and I'm like I thought I tell them where to go and what to do and they weren't suppose to be unhappy about when they are level 3 and up in a job.

I thought maybe it was something else and no, he doesn't want to be there, I really don't like this idea, it is my village and I should have a say in where they go if they are capable in that job. Now, I had to move him to fishing, in which he is already at level 6 in. This doesn't seem right to me, why should they have a say in it when they are at a good level to do it.

This makes it where it really is a pain in the butt to get people them when they say what they will or will not do when the are capable to do the work. i like to be able to move my people around, what good is it if they are able to do that work and go unhappy, I really hope you change this as it is a pain when You look for someone and find a bunch or low level NPS, they should not be able to complain at this type. I can see if they don't like doing it because they have level 3 and up in other jobs and you put them in a level 1 or 2.

I'm not sure what you're upset about...

The gist I got was his mood dropping when you moved him to a job he's less skilled in. This is intentional. The better the skill, the better the mood. So yes, it will drop a bit if you move him to a job he's less skilled at, his mood will get better once he acquired levels though. Because each skill level add to their mood.

I don't see the problem. They prefer the jobs where they are better in, so they'll be happier in jobs they have a high skill for.
But that doesn't prevent you from swapping them around. Let's say a villager with 3 in skill A will have max mood 60 when doing a job using that skill. If he has another skill B at 4 and you put him at a job for that skill, his max mood will be for example 65.
So whenever you switch him back from skill B to skill A, his mood will drop again to 60.

But why is that a problem? Every mood above 0 is still happy... They are slightly more productive with a higher mood, but they will still do the work even at lower skill jobs.
And if you keep rotating them, eventually they will max out all skills and be equally happy whatever job they do.

I want him in the job of mining and he is level 3 in that level 6 in hunting and level 6 in fishing and level 3 in all the rest. The thing I'm upset about is if I keep him in the level 3 job mining for him to get his skills up in it, I don't want him to go so far down the unhappiness road that he leaves, if he just goes unhappy for a while until he gets the hang of it, then no problem, I just don't want him to leave due to it.

Okay, so you answered my question, I just don't want him to leave the village because of it. I want him to learn other things too.

Of course, he is more happy with a job using his lvl.6 skill than with a job using his lvl.3 skill. But he will only drop a few % in mood. As long as he's still far away from -100%, everything is fine. And as he levels up, his mood will rise again.

Ah, don't worry about that. His mood will stop dropping when he reaches the max mood for skill level 3, which should be somewhere between 40 - 60 depending on his housing.

You shouldn't worry about this as long as he has housing, food and water. His mood won't drop to -100%, because that's when they're fed up and leave.

My goal was always to have 10's across the board, to include teenagers. (Gained during their "apprentice period" between 14-17).

PRO_TIP - > Swap as little as possible. If you want a 3 to get better, put their butt(s) in: The Mine, The Barn (whatever, and LEAVE THEM THERE).

He / she will have an initial period of "unhappiness". (As the Dev's said). However, as they skill up, their happiness will rise.

Move people around as much as you want to. As long as they have a home, food, water and wood, their mood will never drop low enough for them to leave. I often move people around especially in the first few years of the game.
