Report a translation problem
Check the management menu. Does it say it is producing drinks?
If it is producing drinks and you just do not see them, you villagers probably consume them. You can disable that in the last tab of the management menu. Make sure to disable it for drink AND for food. Beer etc. also has a food value. So, two big X there.
The most important part is this: Standing there does not mean that they do not work. They can stand at the counter and drinks are still being made. They do not have to use the workstations like you.
Now we have to find out one of these two options is true (or both).
1. They do not have animations at the workstations.
2. They do not produce drinks.
If 1 is true that is not so bad. If there is only one worker in the tavern she may just not change to the workstations. That by itself is no reason to worry.
If 2 is true we have options again:
2.1 Nothing gets produced.
2.2 Something gets produced, but the villagers eat or drink it.
2.2 is especially tricky. Alcoholc drinks have a water AND a food value. So your villagers could drink AND eat it.
I will make you screenshots in a moment. I will show you the tab where you can tell them not to eat or drink your drinks. Then they should show up if they are being produced.
1. Press "n" to open your management menu.
2. Click on the item on the far right. The one next to the cow. That is the management tab for people's needs.

3. Here you have three categories: food, water and firewood. You can expand them to see all the items.

4. If there is a green checkmark, it means that your villages can use the item. If you click on that it turns to a red X. The red X means that they are not allowed to use it.

5. Now, if you are making Oat Beer and you do not want them to use it: click on the checkmark and make sure that there is a red X next to Oat Beer. Important! Do this in the "Food" and in the "Water" category. So: Two red X for Oat Beer.
-> Now nobody but you can take the Oat Beer. If your innkeeper is making it, it should show up in the Food Storage.
Can I assume that I mark an item to stop it from being consumed, it will still be sold in the market?
If you get wine now, it has nothing to do with another person. It has nothing to do with the animation.
The production and the animation are not linked. They can stand still and things still get made. They do not have to use the workstations for it. They do not even have to be at their workplace.
Also: two workers are faster, so they produce more. Perhaps more than can be used at once by your NPCs.
I am 99% sure that there is no bug that causes them to not work when they work alone. I am 100% sure that production and animation at the workstations are not linked in the tavern.
