yeah so it doesn't show when I just talk to them... I will see if I see it pop up after flirting and getting to 20% affection like Holdie explains and perhaps it will work like that... I had hoped and expected it would work on all (potential) villagers
So it can also change if, for example, you put a free spirit (hunter/survival) in the forge and their crafting skill increases above hunter/survival. Then she becomes a romantic.
Here's the wiki entry, I don't know how accurate it is. I've never really been busy with it before. Flirting is done quickly and as long as you keep talking to her at the beginning of the season, you only need very few gifts, the few you find do it (so far at least for me).

You don't need it for your future villagers. If you wanna know their skills, just use the inspection mode on them to see all their skills so you can decide whether or not you wanna hire them.
it would have been a lot more useful if it just showed the personalities of potential villagers (and so potential wifes) that would also make much more sense.
the description says: makes you see NPC's personalities...
so that is really what you expect... I know I don't per se need it for villagers, but while 'picking' a wife it would've been useful... if it worked as expected.
I got one woman above 20% afection and it still doesn't show the personality... :(

The Empathy skill is very useful if you are trying to use flirting to max diplomacy quickly. I was able to get max diplomacy in under 3 years by flirting with everyone I could, every day. But to keep having flirting successes in that case, you need to keep track of the personalities of 30+ women, (Flirting keeps them at the campfire, so in time, all 10 towns have 3 appropriate age women at the campfire, and in addition you can still flirt with any woman you hire to your town)
Empathy takes away the guessing game, letting you pick the right answers every time. It IS useless once you marry, but there is always (potions of) possibilities to respec.
