What happened to you was quite simple:
You had (first in the list) a bucket with water in your food storage that contained 0/10 water. As a matter of principle, the NPCs always try to consume the buckets with the least amount of water before all the others. Now in this case the least amount was "zero" and so they have been continuously trying to drink from an empty bucket.
This is a very bad bug and also a very rare one. It can only happen if you steal one out of 2 or 3 buckets in the whole world that contain 0/10 water and yet are labeled as "bucket with water".
Jusgment done, punishment applied XD
Anyway, thanks for the swift reply and fix!
BTW I have not stolen anything in the entire playthrough this far, so none of the buckets are stolen.
I did find some buckets at abandoned camping places though.
Oh, figured it out:
Solution - in my case - I crafted brand new buckets (even though there were never buckets stored at the food storage because I always kept them in the barrell next to the well. Filled up the new buckets and threw them in the food storage and the issue disappeared.
if it really is the same issue (an empty bucket with 0/10 water still being shown as "bucket with water" in your food storage), the solution is quite easy:
Take the respective bucket out of your food storage.
Drink the content or empty the bucket (both available via the inventory hotkeys as they're listed bottom of your screen if you hold your inventory open and have the bucket with water selected).
After you did this, the bucket returns to be a simple bucket. You can put it in the resource storage so your NPCs can use it again. The issue won't repeat if you solved it once.
Well the problem is back for me.
The third time to be exact.
The last time I simply took every water-carrying stuff from my settlement and sold it all in the nearby village, then crafted new ones, filled them up and put them into the resources building.
It worked for about 2 seasons, then the problem was back, now I was trying to take all the crafted buckets split them into groups, dump the water, refill them and put them back to see if it fixed the issue or not.
Then I split the groups into individual buckets, empty them again, then refill, then individually put them back in the resources building. The issue still persists, so I'll just sell the damn buckets again.
UPDATE:
I have sold the buckets again, made new buckets, filled them with water, placed them in the chest at the resource storage, but my village still says there is no water.
The entire place is on the edge of morale collapse because I cannot get past this damn bug, and every time when it is seemingly gone, it crops up again!
UPDATE 2:
Now took the single freshly crafted bucket with 9/10 water, placed it into the FOODstorage and that works.
FFS, I have not stored water in the FOODstorage for the past year only at RESOURCEstorage, but all of a sudden people find the water only in FOODstorage?
The reason might be that buckets WITH water need to be put into the food storage.
Only empty buckets go into the resource storage.
Check that again please, before calling it a bug. ;)
Also, just to be sure, please upload your current file in the state as it is when the bug is present (like: right now) and post a link for downloading the file so we can check your game and see what's wrong.
The only thing we can do from the distance is making wild guesses - won't get us anywhere.
Yeah that was it, but I have NOT stored ANY buckets of water in FOODstorage for a year, only in the RESOURCEstorage, and so far they always found the water. I have no idea why they decided that only the FOODstorage should be considered now, but it really is annoying.
I consider the issue currently handled but it really is a question when it will come up again :P
I'm pretty sure you did.
Otherwise your people wouldn't have got them from there. It's working as TheMole and I pointed out since water has been added as a demand into the game. So maybe unconsciously you did the right thing and just don't remember.
Other possible thing would be that you still had empty buckets in the RS and also you had a worker hired for working at a well who then again filled the buckets and put them where they belong.
For the future, to avoid any confusion about what item you need to put where, just refer to the objects description. You're told there in plain words for each and all possible items where you need to store it.
