I hope you're joking with that statement... Pretty certain a blacksmith handles any ore into metal bars, the "black" in the smith, comes from the use of charcoal as fuel... They existed since before the Bronze Age in Greece.
Edit. I'm on 500 points now, started a new game last week and I still haven't crafted a single shovel, but am still using the bronze one I found at the beginning

but then again, there must be like 10 shovels total, FOR FREE, all around the map. idk why people still complain they cant find them, and act like stumps are the worst thing in their whole lives.
Personally I think a shovel is pretty basic and should be available in you personal build menu. It to me is sort of how the bucket used to be.
I remember in the early days, many did not know that you leave the stump on so that the tree grows back. Also seems illogical. There were many posts about this. Because many have removed everything completely and complained after. You are probably right.
No idea if this is true or not. However placing free shovels around the map sort of negates that reasoning.
