Following main quest progression makes you build most of the right things anyway.

My order is: House, resource storage, food storage. house, lumberjack, hire 2 people, house, hunting lodge, hire 2 people.

Just keep in mind that hired villagers will need food, water, shelter & firewood or they'll get grumpy fast.

Tips:
Buy a couple of buckets and refill them yourself as needed until you get a well.
Rabbits & berries are your early game friends.

Set percentages ? meat, fur, etc. ?
If so, that''s extent of my knowledge. Perhaps hunger will motivate the lazy lout.

Is there a chance the hunter needs food and resource buildings to store results of hunt and obtain food, water, and firewood to make them a happy hunter ?

Have no clue. first time playing.

If something isn't working, look for red icons. It's the easiest way to troubleshoot problems.

The icons appear either in the top left of screen (Villager lacking food, water, shelter or firewood)
Or in the Management menu (Building lacking worker, no tool, no assignment, etc.)

Also, if you don't have storage buildings then anything produced or gathered will be stored in the worker's building's chest. i.e. meat in hunting lodge chest, etc.

Edit: Most of the icons are self explanatory symbols. i.e. a person shape (no worker), a chicken leg (food), etc.
If you can't figure out what the symbol means, describe it here and someone will be able to tell you.

So pay attention to the tutorial windows that pop up occasionally while you're doing stuff and read what's written there.
Most players tend to close these tutorial windows as quickly as possible without even trying to pay attention to what is written there.
The information given there is indeed crucial. You will learn pretty much everything you need to know about the basics of the game.
So give them a chance, they are worth a look. The developers have taken quite some effort to create them, and they have NOT done so out of sheer boredom.

That may just be related to the time of day. Everyone gets up and mooches around until 8am (work start time), they'll then work until 6pm (knock off time).

If there are no red icons, the only way to know for sure they are working is by checking the storage chest during working hours.

There should be no need to start over. There's a knowledge tab in the menu that contains all the tutorials you've already seen.

Yes, even if you didn't read them.
Press "j" on your keyboard (default) to open the journal. There, select the "Knowledge" tab and find the topic you are looking for.
This might be a tiny little bit tedious because the knowledge base contains a lot of topics.
Therefore, it is better to at least take a quick look at the tutorial windows the moment they are showing up. In many cases you will find very valuable information there.
If it is something you already know or think you don't need to know, you can close the screen. But I recommend that you at least take a quick look to see what it is about.

Edit:
I just remember something important which also might be interesting for you because players ask about it quite often: where do you need to store all the different items so your villagers can find them and work with them? There actually is a very simple answer - look at the objects descriptions (you always find the object description at the bottom of each inventory window when you select an item).
