farm workers that work the field WILL NOT WORK, just hang around in the barn
Do the devs even look at this forum? I've read everything I can find and apparently this issue has been around since early access beta. I've tried every suggestion. Including: 1) setting up my field plan before going to sleep on the last day of the season after my fields were all harvested, by me, for the season I'm in before sleeping. Doing this causes ONE worker to spread fertilizer. That is all that happens. 2) I've tried F5 and then F9 several times, nothing at all happens. 3) I've tried interacting with the workers, talking to them, asking them to move, etc. They move away but don't resume field work. 4) Even though they don't seem to need tools in version 1.0.0.7 (the version I have which I think is the latest) I've made sure that hoes, bags and scythes are available in main storage. 5) I've saved, quit, checked game file integrity via steam, reloaded, same behavior. 6) I've made sure that all my fields are fresh meaning that I don't "help" them by fertilizing or plowing myself. 7) just to make sure, I've put seeds in both main storage and in food storage. 8) lastly I've tried assigning workers to different jobs off the farm, such as the tavern, waited till they walked there and started working, then reassigned them to a field worker on the farm. They just walk back to the barn and hang out.

I don't know of anything else to try. The above seems to cover all previous suggestions and then some. I would appreciate any new ideas anyone has or if anyone has managed to fix this issue PLEASE post the solution? Thanks

That is weird. As far as i know, they do consume bags/scythes/sickles/hoes and sometimes some of them just get stuck doing nothing (they will move later) but i personally dont have any problems with farmers.
I am sure you propably know that, but, did you check
- Fertilizer is in your storage
- Proper seeds are in your general storage (dont bother puting them in food storage - they dont belong there as game tells you)
- You selected crops for fields in management tab
- Farmers are employes as Farmers, not Barn Workers
- There is a specific season nessesary for sowing the crops?

Or you can just send someone a save file and other people may check it for you.

What Veny said above. When my farmers misbehave, it's generally because I don't have a bag or hoe in the resource storage... or they are set as barn workers instead of farmers in the management panel.

Once thing you can do to test this is to set all your workers as barn workers first. They should walk to the barn and do stuff or lean against the wall doing nothing. Assuming you have bag/hoe/seeds in the resource storage... then switch them to farmers. They should start walking to the fields a few seconds later (at least this is my experience).

The only non-obvious thing I can think of that's not posted above is: When did you start your game? If the save game you're playing was started before version 1.0, it's possible it might be a legacy bug.

I've never had anything but self-inflicted problems with farmers. A couple were mentioned by Veny. The OP seems to know most of those requirements, so I'm not sure it's a strict knowledge issue, but, outside of Sin's suggestion, there must be one little detail missed.

I like to load the seeds in the Barn itself. Yes, I know it's unnecessary, but they weigh (next to) nothing and therefore the entire Barn storage can be packed with them and not come close to the weight limit.

Everything else is in resource storage. The last thing I "learned" (not reading instructions, just trying every icon when nothing was happening) was the field planner (duh). The Barn vs. Farm worker seems self-evident when you set up your villager allocation, since it differentiates right there.

So, yeah, like others, I'm perplexed. Likely OP needs to send someone a save, because I'm pretty sure the farming thing works now.

99% times they do work ,, any time my do not its always due to my bad admin skills not there fault ,,

never had a problem with farmers providing you have the necessary resources available. they do lounge around the barns but that is because all tasks are completed in the fields.

I would like to mention that Farmers only use stuff from Barn they are employed in (and so do Barn Workers). If your barn has f.e. 3 farmers and 3 barn workers, you are OK. BUT, if you are like me and have barn full of farmers with none barn worker (and vice versa), dont expect (like i once did :D ) that putting manure in this barn will somehow turn it in fertilizer. Yes, i had barn workers. Yes, i had them assigned to different barn. No, storages of same building type are not connected (only Food storages and General storages are).

Yup, which is why I only load seeds. And I have (to this point) never had more than 3 farmers. Of course, I am an extended season player, so I don't need to pack my barn with farmers. They can be as lazy as they want.

I have 1 level !! barn, 2 barn workers and 4 farmers. When it is out of planting season, my 4 farmers stand around in barn and take turns sweeping the floor. But when it is time to plant,
those 4 farmers are out in the fields sun up to sun down. I put bags, hoes and scythes in the chest in the barn. Every thing else- seeds, fertilizer, etc goes in my resource building.
P.s My 2 barn workers are always working in the barn
I think the OP may have missed something in the "field management" tab... maybe?

I have to put the tools in the barn for the farmers to work, if in the resource building they will not work.
Barns have 2 different jobs, 1 is barn worker and the other is farmer.
Only farmers will do field work and the tools must be in the barn for them to work.
Seeds can stay in the resource building but all 3 tools must be in the barn.

Also you must set what goes in each field either by planting what you want there or assign it in the manage field tab.

My farmers use tools from the resource building. I had forgotten to make more scythes and they were not harvesting the grain crop. I made more and put them in the resource storage. By the time I walked to the field, a farmer was already busy harvesting. He was joined by the rest of the crew (fertilizing and hoeing) as he progressed across the field. I was quite impressed.

Field workers need tools. Bags, scythe, hoe. They take them from the resource storage. There is currently no warning if they are out of tools. Open the management tab of the barn and check if there's numbers behind (or before) the tools, this will show you if the tools are available.

In addition they need enough fertilizer.

And finally the seeds need to be in the resource storage, not in the food storage.

NOTHING has to be in the chest of the barn. Neither tools, nor seeds, nor fertilizer. Those objects CAN be in the barn chest, but they don't have to.

Thank you for the suggestions people. I discovered that I forgot the hoes! Once I had provided them they started working again right away. I thought it might be a legacy bug as this save is indeed from early access. but the only "bug" I've noticed is that I have a tavern but no tech to build one or make anything with it. It sucks that they removed the tavern upgrade path. I also have a bunch of stone houses covered with limestone but the best I can build now is wattle and daub, with a shingle roof. I'm still hoping that they eventually change things so that kids can work, gather stone and sticks and stuff like that.

You can build stone houses at day 1. Before you build the walls and roof, you can choose the materials (only houses). Here a Video-Guide from GoldiRie how to build a house with different materials:
