Do plates/bowls/buckets get returned?
Do these items get returned if you store cooked meals or put buckets of milk in the food storage? I haven't been able to tell i have so much going on.

Also addition question, is it currently safe for inkeepers to cook with buckets of water? I remember reading about buckets being consumed but i think it got fixed.

Cooked food required bowl, and plate do return in RS. Bucket return in RS.

The next question have not tried with Innkeeper, mostly I do the cooking myself, only tell Innkeeper to cook Roasted Meat and/or Roasted Fish. As well as that require bowl and plate rarely. But not yet with Bucket of Water. So I can't tell you, I think they should have been fixed.

Thanks Random Zero Gravity i just have one more question has it been noted yet if providing better quality food for your villagers increases their mood? I'm just wondering whether to feed them the better stuff or just stick to Roasted Meats.

I don't think food play a role for mood yet, in terms of nutrition since so many inhabitant, so let say if you only making 1 higher nutrition, it may only affect 1 family or individual NPC, so that need some research.

However, when I've feed them degraded Dried Meat in 1 family, and 1 other family I feed them degraded Stew, no mood change.

I have not really pay attention to it yet, if I do know, I'd be sure to include it in my guide.
