If there is no room in the storage, the items spawn in the workplace chest. So, in your case: the chest of the herbalist's hut.
I haven't had Herbalist Hut or Watter Well for days.
Do they still appear to you or were they removed at the last update?
Happen to me when i was on the public branch. Its almost if they are merging in code to the beta branch instead of the GM branch. the buildings came back when i switched back to the GM released version.
I took a look at your save and the reason why your herbalists don't work is quite simple: they lack resources.
In the production settings you can see for each recipe you try to produce there what kind of resources aren't present at the moment.
So you first need to make sure that you have enough of all needed resources before you start mass production of multiple potions.
Speaking of which:
you added quite a lot of different potions to the production list and you have not all needed resources present not even for one single recipe. I recommend to start slow and focus on 1 potion for a start, look what resources are needed to make it and get familiar with how it works. You can always expand the production on other recipes once you figured the basics.
At the end of this comment I added a few pictures for you. They show where you can see what kind of resources each recipe needs and what resources are missing for your herbalists go finish any potion.
Another tipp:
stop putting stuff in the chests of working huts - it's not necessary. Just leave everything where your NPCs put it. Your workers will grab everything they need from the main storage buildings (resource and food storage buildings). Carrying stuff around and putting it everywhere doesn't help you at all. Your villagers will NOT work better, you only increase potential errors because resources can't be found where your NPCs look for them plus you have extra work and extra chances to make things wrong - just don't do it.
