Finding the courtier - carrier mission on the road
I am in the circle - I have gone over and over the circle area on the map - can't find anyone or anything ... not sure what exactly I'm supposed to do

Look at the bottom of the water fall, right side of riverbank, he's sitting there.

He's there. You have to look really carefully. I missed him too. Check by the waterfall.
