Yep, large upgraded houses will make them as happy as they can be. I mostly have just the small simple houses, but they are fully upgraded stone with the best roofs. Those villagers range between 57%-67% happiness. Takes a few years for them to get up there.
Don't waste space or materials building your people the Tier 3 house, save that for yourself and your family. My family usually sits at around 90% mood.
