Did you assign the NPC for field working just in the morning when you wanted him to start working on the field, actually?
I noticed that they tend to refuse working if you do this.
I also noticed that there is most probably no problem at all, if you assign NPCs for field working in the evening before they should start working on the field.
Would be interesting to know how you did it.
Managed again to get it stuck until reload. This time, i assigned 6 more flax units quite in the late hours. The worker put the fertilizer on, but due to late hours it didn't do the additional plowing, just went to bed instead. Next morning just stood in the barn waiting, so around 9am i decided to save/load and voila, it started to walk to the field to plow the fertilized ground and seed it afterwards.
Maybe I'm just lucky because none of this ever happened to me.
Many players report having trouble with field workers, though, so of course there seems to be a problem. But for whatever reasons I only run into such problems if I change jobs for NPCs while they already should've started with field work.

Field Workers that keep waiting for the next tasks, are checking the field for these tasks every 30 seconds now.
