do you have to leave the bucket or water skin at the well or is this a job for a villager to use

You can assign a villager to work at the well. Load the barrel, at the water well structure, with buckets and waterskins. You can also load buckets and waterskins yourself. Examine the waterfall up close.

i take it then the villagers get water from the barrel?

you use it yourself by having bucket or water carrier in your inventory and using the wheel.

I have no one working the well its a labor waste task I have 10 buckets fill them up and put in food stores building no issues and water last a long ,long,time

Its very handy to allocate a villager to it when there's a shortage while you're a long way from home. you can put them back to minding the chickens or whatever when you're back.
