Report a translation problem
A decent home, firewood, food and water are the essentials. The better the house is (stone walls, wooden tile roof, limestone) the fewer firewood they need. Food needs to be cooked. Dishes last longer than just roated meat or fish. Start with one villager before you get many, get an idea of what he requires and if you can provide it. A mistake that many have made was to get too many villagers too fast.

NPCs cannot access tools placed in their house chest (the only things they will use from their house chest are food they can eat and wood they can burn). Generally the best place for tools is the Resource Storage building.
The expected place for food is the Food Storage building, the expected place for everything else is the Resource Storage building (look at the description panel for any item and it will tell you where it is supposed to be stored). Putting items in individual houses or production buildings is an option; you can use it to reserve specific tools or materials for a specific production building (NPCs won't take items from buildings they don't work in), or to force people to eat a specific food (such as if you have a low-value, less-preferred food that is about to spoil).
