To build it, you need a workshop or a smithy.
You also need to unlock it though and it requires 2500 points of hunting, good luck with that.

I'm also interested to know where we can find/steal it.

You can buy it, try Sambor the only one living in the map. I forget where I bought them.

2500 points isn't that hard. Gathering and, to some extent, quests are really the better driver of that technology.

With gathering You get something like 0.3 for each berry, stick or herb you harvest. (And, as far as I remember, that does NOT include loose sticks on the ground.) Berry bushes and those saplings drop between two-and-four. The herbs are individual. You can pick a hell of a lot more berries in any given time than spending all that time chasing a damn deer around the map!!!

Foxes are good to hunt because they, and rabbits, tend to die with one arrow. Wisenet, Hogs, Deer & Wolves aren't worth the effort unless part of a quest as they also just give 2 points. You also get one point for skinning your kill. So, really each is worth 3 points.

Trapping also works. Every animal you trap gives you one point. So as long as you keep checking your traps, things move alon.

Quests are great. I've gotten a lot of points in various categories by doing side quests. The downside is rewards are kind of random so you may have a long dry-spell with regards to technology boosts.

As for buying the bow, Sanbor and the vendor in Lencia sells them. I wouldn't know where to steal one because I'm just not interested in being a thief.

Quests are great for adding tech points. But Hunting Tier II lodge which has the Recurve Bow was the second to last building i managed to unlock before the Fishing Lodge II. Just from doing abit of mining in the early years I had Iron spears unlocked for years before stone spears in Hunting Lodge tier II which seems abit unbalanced. I stopped gathering Berries myself when i employed a gatherer and when i no longer had any use for collecting Mushrooms, so maybe that played a factor. But who wants to spend all of Summer gathering berries when there are better things to do, thats what the gatherer is for. Even before the gatherer I spent days collecting mushrooms for rot and berries aswell, also Reed. But from experience Hunting/survival technology was one of the longest techs in the game to level up. I had the max number of traps and went on mass hunting sprees, gathered for many years and did continuous side quests that gave more in Crafting and Building then Survival.
