(my monitor refresh rate is set to 75 Hz, so that can't be the reason for the slightly low framerate)
About ̶M̶a̶u̶'s slowdown problem: Is your framerate constantly at half your monitor's refresh rate? In case you don't know how to check: You can make Steam display the framerate by enabling the FPS counter in Settings -> In-Game. And you can check your monitor's refresh rate in your Windows settings (or whichever OS you're using).
Anyway, this game looks like it's made in Gamemaker Studio (I saw someone post an error message that looks like it), and I learned yesterday that it can happen that your framerate drops to half your refresh rate in some cases. So I was wondering if this might be the issue here. Apparently, this can be avoided by setting a "sleep margin" parameter to 10:

(I'm not an expert at all at the topic, just posting this since it might be relevant)
Sooo ... take what I posted with a grain of salt, but I hope it still helps somehow.
