This did work for me, i had to add 4 registry keys and run then the game as Administrator. My pc has latest Windows 10 Home 64-bit version.
The direct download url for the 4 needed registry files to get LA Noire to work (double click on them to activate) :

If this does not work try next thing:
If directx error comes
you have to go to this folder of the game:
steam\steamapps\common\L.A.Noire\3rd
there you start the dxsetup.exe
after this the game runs perfectly inclusive in dx 11

I originally fixed this issue by running as an admin, but I like to keep things tidy on my machine and disabled the Rockstar Social Club process because it was unnecessary, once I did that all of these issues people are having started. I reviewed the long fix list option which involved importing registry files, but that didn't work, as well as several other suggestions. I then went back to the Rockstar Social Club app, reinstalled it, logged in, had it detect for Rockstar games and it launched without issues from there.
One thing to note, I lost my saved game data when I launched it this way, I would recommend copying your LA Noire data to a separate folder just in case it's overwriting something, I just started the game, so I didn't really care, but you might.
2nd step worked 100%. I didnt bother with 1st one at all due to directx issue. Thank you so muchhh.

- Installing and Updating the Rockstar Games Launcher (Run as an ADMIN)
- Run Steam as an ADMIN.
- Change the settings of L.A. Noire to DirectX11.
* I'm using Windows 10 if that makes any difference. Those 3 steps work out just fine for me!
Same story for Social Club
EDIT: oh, you are talking about the icons in the desktop? I hate to let any icons there! the only icon there is the from Social Club, once I forget to delete it like I have done with Steam icon. How I place an icon back there?
select 'Manage' -> 'Add desktop shortcut'.
