nope I do it in 14-15 min on my first play through
take down his "daughter" first then light him
and you can kill his minion as he will run away seeking for dark area
Even 15 minutes is ridiculously long for a single fight...
If you use high level spells you may shorten the timing but I am not the one too use high level spells often, I mainly just use bow and crossbow against him with normal arrow/crossbolt as well
I believe many players can clean it lots faster than me, especially the one with good stat characters
Trick is prep and positioning. Like omg lets open that sarcaphagus with a toon with misty step and position the overall party favorably outside.
Start the fight from stealth and maybe have everyone tunnel boss from first round after starting invisible.
Heck a shock arcanist with their buffs up to up damage probably can launch an upscalled fireball or two in thefirst round where the vamps are grouped up or upscaled scroching ray to soften him up immediately...then send in the palis to smite it out of existence. And a ranger or rogue pewpew it. Ranger with radiant arrows/ colosus slayer hunter and favored enemy undead can dish lots of damage to it. Also haste the palis so they get like 4-5 smites in a round gg.
Another fun strat might be to use a couple of heavy nukers like wizards to prep eveyone with a bunch of fireballs and then send in a horde hunter ranger in to deliver a bunch of finishing blows in one turn.
Make sure you take out the vine/windows as it extends the radius of daylight out into the courtyard. I also like to put a wall of fire up on the balcony as the first time I fought him I noticed that both he and his "daughter" liked to move back into a corner that daylight apparently doesn't reach. If you put some fire up there it negates that from happening.
If you have the right setup it isn't to hard if you don't this can be a long fight. The most annoying thing is he ports around to find places he can regenerate, so if you have a lighted area. Using spells or even simple torches your options are to turtle up and let him come to you or try and chase him around which usually ends poorly.

P.S. Oh, my bad! He means SECOND Razan fight!
Well... there you need:
1. Daytime.
2. One archer.
3. Fly spell, scroll or potion. Takes like 10 mins total or so...
With two archers and two fly spells it takes like 5 mins and so on.
