I think he means the Moonstone Mask. The VIP room is a special unlock in one of the DLC packs. From my understanding, it is just a private room for you and your friends to chat.

If you are unfamiliar, there is a travel point on the western side of Protector's Enclave that takes you to a floating building called the Moonstone Mask. When you enter the building, follow the wall right instead of going down the stairs. At the end of the hallway is a door with a mask next to it. Interacting with the mask will take you to the VIP room if you have unlocked it.

As a side note, if you are planning on it, you cannot jump from the railing there to get on top of the bar's canopy. An invisible wall prevents it.
