Road Ad glitch!? 2.5 Vanilla (No Mods)

I can't for the life of me figure out if this is some sort of bug or glitch or intended behaviour but I keep running across this issue where 1 of 4 road ads (the ads on the road itself - see pic) are sometimes not showing up and instead I see what looks like a broken RGB static glitch type screen. If it is intended by the devs to add to the ambiance, fair enough but if so, this is incredibly jarring and annoying and immersion breaking, for me at least.

This happens all over Night City, not on every single cluster of ads by maybe every 1/3 or so.

Vanilla install, no mods. Patch 2.5.

Has anyone else had this issue? Is there a fix?

If it helps, I am running a 5950X and a 7900 XTX with High Settings, 1440p, NO upscaling and NO frame gen, just pure raster frames, no AI shenanigans at all.

This is the ONLY odd glitch, no other advertisements have this problem, only some of these road ones.
