I've reinstalled CP2077 about a month ago. I never had a "fullscreen" option. What you want to use is windowed borderless.
To get fullscreen (etc.) back you have to disable FG, Apply, exit the game entirely, then restart it. Enabling or disabling FG will require a restart, and will cause this issue anytime it's enabled (unless using DLSS + FG.)
FSR 3 itself, alone, without FG (if you restart once it's disabled) will allow fullscreen.
The game has always had a fullscreen option. If someone wants to run using DSR factors, borderless isn't an option as it exceeds their native resolution when windowed, cutting the screen off. In that scenario, people need to use DLSS + FG, or just do without FG. Or accept the loss of DSR factors if they want to run FSR 3 + FG. (At least until/unless they implement 3.1 fully in the future, one can hope.)
There are also mods and external solutions to this, though.

Or get lossless scaling on steam it's pretty cheap and lets you use frame gen in almost every game.
