Try going to "%localappdata%\CD Projekt Red" and move "Cyberpunk 2077" out of the way, I'd suggest renaming that folder to something else so that you keep a backup.
Also, when you say intro you meant the game itself, not the launcher, right? Otherwise you may want to verify "launcher-configuration.json" in the games program folder, optionally also moving this out of the way by renaming.
Re-installing stuff is nearly always useless because it doesn't reset the configuration, and config files are pretty much always the real culprit.
Try moving that out of the way, then fire up the whole game again.
Mods: Apologies for a double post but I figured this was better wrt clearness than editing my previous post. I actually think before posting, and double posts are usually kinda rude IMO.
@op: I just confirmed that "%localappdata%\CD Projekt Red" has 0 influence on starting the game. I conclude as much from the fact that when I move this folder away the game starts and said folder isn't immediately re-created. I'm now in the "Press space to continue" screen.

Launcher or game? That's a very important distinction.
In the mean time I also found: "Steam\steamapps\common\Cyberpunk 2077\r6\config". This isn't casually used going by the date stamps but since we're talking modding (note: I have 0 experience with that so far) I can well imagine this to be used as well.
