It's incredibly powerful just like all the other arm cyberware, you just have to actually build for it (left side of tech tree ignoring grenade charges and recharge speed, get doomlauncher by going up middle of tech tree as well, burn this city and pyromania.)
It's pretty good even before that because it's one of the only consistent ways to chuck boss characters and whatnot around and stumble them, frag grenades don't do it as consistently in my experience.
the only usefull cyberware for arms slot is gorilla arms - only for boxing quests and occasional str checks to force open the doors
Otherwise yea, projectile is utterly useless, anyone saying its OP either dreamt it or play very easy where maybe it works a bit better. Monowire was also demolished in 2.0, used to link up with blade perks, bleed etc, now damage is shocking and putting down a miserable quickhack hardly makes up for it. Mantis are apparently nice tho.
Supposed to be +6 for such checks from the description, anyway.
additionally the different effect (thermal,shock.toxic) synergize with specific attribute. for instance, my attribute specilize around body and tech so I use thermal and regular explosive
