Also it's not a full cloak, it just reduces them spotting you.
If it gave you complete invisibility, pretty much all other cyberware, attributes and skills would be pointless.
Another thing: as with most cyber implants this one has several upgrade tiers to consider. By default it only reduces your visibility by approx. 30%, so a nice way to avoid getting spotted but most certainly not something to rely on during combat. So you should also consider upgrading the implant, a tier 5++ can reduce your visibility by 90%, which is a lot better to get enemies of your back.
In addition there are also several perks you should consider grabbing. One of which will force you out of combat as soon as you enable the cloak, that can be really useful as well.
But yeah, by default the cloak only does so much...
