I'm not sure if it works for cyberpunk in particular but I have seen this work for other games.
A note to OP as well if he wants to try getting achievements when "offline". You still need steam to be running in offline mode and run the game using steam. If you run the game directly from the executable in the folder, it will bypass steam so the achievement progress won't be recorded by steam.
That is correct. They also end up all having the same timestamp since they pop as soon as you have connection again, so it can look like you cheated the achievements if you care about that sort of thing.
Yes. That is precisely why you need to be online for it to be unlocked. The API is the thing that actually validates the achievement and makes it official.
