As far as I've understood it, you can play offline, and 'qualify' for the achievements, but they won't 'pop' until you log back onto Steam.

I'm not sure if it works for cyberpunk in particular but I have seen this work for other games.

A note to OP as well if he wants to try getting achievements when "offline". You still need steam to be running in offline mode and run the game using steam. If you run the game directly from the executable in the folder, it will bypass steam so the achievement progress won't be recorded by steam.

I play all games with steam in offline mode and network adapter disabled. Steam has accurately recorded the achievements I've earned in Cyberpunk, so the answer to the OP is yes.

Well for them to actually display on your profile, which is what actually matters. you need to be online. Can't exactly contact the Steam API while you're offline, can you?

That is correct. They also end up all having the same timestamp since they pop as soon as you have connection again, so it can look like you cheated the achievements if you care about that sort of thing.

Wrong. When you go back online and go to steam it credits the achievements. The information is stored locally on your rig when you are in offline mode.

Yes. That is precisely why you need to be online for it to be unlocked. The API is the thing that actually validates the achievement and makes it official.
