I don't think it's bad, it's just... not what I would of imagined.
I mean, he's not exactly a villain, but it's just what I expected him to look like from his voice and name.
(What we imagine can be better than anything shown to us, and once revealed, we are sometimes left disappointed.)
Turns out he simply has a beard solid enough it looks like it could block bullets.
