The only real exception is the aforementioned Herold Lowe in the Dogtown stadium, who you can buy any iconics from that you may have missed (the chance to grab) at other points in the game.
It's worth checking in on him every few levels to see if he has anything else (you missed).
Other than that though his default selection is less than that of a normal weapon vendor.
From 2 Stores (one in the Badlands and one in Pacifica) you can buy an iconic Weapon.
Don't get too excited...the weapons are just knives.
Mantis blades are fun, but a knife to the head is rarely an attack that doesn't take the unaware out in a single hit. You get shot at less when the only people that know you're there, are the dead.
