I think that makes the difference between a good game and a mediocre one.
The "missing" things are more necessary than including new NPCS or quests. Things such as...
- Improve the AI of policemen 👮, enemies and NPCS.
- Improve driving systems that are now useless. NPCS cannot overcome obstacles, they cannot drive motorcycles 🏍️, they do not have any AI.
- Let there be a public transportation system! Like trains, bus, metro, taxi... 🚇
- Increase interaction with the city: bars 🥂, recreational stands, interactions with NPCS.
If by 'advanced' you mean they'd started to do a few stations and planned some of the track to link them up, sure. That's a long way from finished though, and a very, very long way from covering the entire city. My feeling, based mainly on testing games in development, is that they're far more likely to extend parts of Pacifica into a high level zone for ongoing play and add some form of 'games' area (casino?) with quests around it. But nice to dream of other things. :)
Heck, even the old physical map of the city features areas that aren't in the "final" game that has also been cut out.
Yes, it's nice to dream of what could have been; a darker underground sewer system would really get the game deeper with a more ugly and noticeable class differences between the inhabitants of the city (many games and movies touches on the idea that the more wealthy you are the higher up above the smog you live. Frankly, the city is beautiful but way too light and shallow), but sadly, it will never be implemented. With recent years of neglect by these bigger studios it's clear that the upper management care very little of what they themselves create, promote and finally release...

And you'd be correct.
Adding in a fully modelled public transit system would be an absolutely huge undertaking, because we're not just talking about modelling enteriours in some buildings and adding the tracks, rather, since the metro rides on rails above ground in this game, you'd have to rework the entire city to include a the LOD-zones required to run the game smoothly from the rails.
They haven't even completed the on-ground LOD-zones and LOD-meshes that are in the game right now. It's absolutely full of missing meshes and poorly optimized zones that still need more work, so adding in this whole new level of complexity whilst all of this still isen't finished would be downright crazy.
What is downright crazy is indeed how much missing meshes, ridiculous LoD for long distance objects, poorly optimized zones ? I'd say poorly optimized game overall
So yeah, it's still crazy that the Metro was overly used in various marketing trailers, artworks and so on... Rails were still present in GOLD 1.0 with a metro that went into buildings (lol, you can still find footage of it) and that no NPC could take because no code, residual metro stations with NPC that goes in and out because there's nothing
