Guys meeting up with Takemura in Down The Street quest is not gonna prematurely advance chapter 2 right? I mean i can still carry on grinding as per normal i presume?

The point of no return is at Embers, and the game will make that abundantly clear. Completing story quests won't stop you from grinding.

Game will warn you when you reach the point of no return so you can do whatever until then. There's no mutually exclusive quests aside from the ending of the main game and ending of Phantom Liberty.
Side note on PL if you have it, I'd suggest doing it early if you want more things for the main game. Don't have to finish the DLC story but starting it will get you access to new area, new activities, unique shops, new cars, new weapons, new perk tree etc. But when you start the DLC you won't be able to return to the main game until you finish the introduction section which takes an hour or two, the game will notify you when you can leave the DLC area.
