Report a translation problem
The only things that are required for the expansion are that you are in act2 and that you have met Alt.
If you start a new character the game offers you a jump-start character that is level fifteen, with basic gear, who is sitting in Pacifica that gets the call.
This character has completed the heist mission, Judy's starter questline and met Alt. All other quests available from act2 are unstarted
This was done because many players told the company that they would not buy the expansion if they HAD to play thru the original content to get to the expansion content
(they were all played out with vanilla) So this is the option they came up with to fix those folks.
You can still play as normal and start from the beginning tho, so it's all good.
So no, you do not have to call Meredith. Her and Myers are not on the holo, chatting about V like a couple of old chooms. You don't need to have sided with MiliTech to be able to start the expansion, all you need is yo have poked the Blackwall and said hi to Johnny's ex output.
And her little gift afterwards.
As a nomad, you can also tell her who the mole is and she will send over a trunk of MiliTech gear as a thank you. This gift is not connected to her other *activities* lol.
If you do not wish to jump into bed with MiliTech (literally) just do not reply to her text message at all.
