That's (probably - without seeing it I can't say for sure) TAA ghosting, and is unfortunately something that the game just has (as do many others with baked in TAA, though it's particularly notable here, especially with RT enabled for whatever reason.) You can mod the game to remove TAA, but then it introduces severe aliasing and artifacts in other ways, as it's designed with it in mind at the engine level.
The best means of lowering latency and TAA ghosting I've found (I'm on much lower specs and much lower fps than you - just a vanilla RTX 2070 here, but this should be at least somewhat applicable for all nVidia GPUs I would imagine) is:
For whatever reason, that dramatically reduces TAA ghosting for me. You will likely still see it, especially against specific textures and under certain lighting conditions, but this greatly minimized it for me.
Try uninstalling and/or disabling the frame gen mod, honestly. I know frame gen is popular, but can increase latency, despite showing a higher fps. Then enable Reflex with Boost on.
RT sun shadows is more to do with the TAA ghosting than measurable latency. (Although, any RT features will probably increase latency a bit too.) They just tend to (for me at least) be one of the in-game things with the most noticeable TAA ghosting trails. Hence suggesting you disable them as you might see it less. (Personally, my eyes are very sensitive to TAA ghosting so I can never fully "unsee" it no matter what I do, but I find that helps.)
For low latency mode in control panel, I would change those kinds of settings at the driver level with the game closed, yes, then apply it and restart the game.
Beyond that, I'm not sure what else to suggest. Other than trying to play with RT disabled entirely (I know, I know) and frame gen removed, and see if your latency improves. RT and even DLSS can increase latency.
Understandable, I have my highly specific quirks too. For example, I will literally play a game at 40 fps if I have to to eliminate temporal aliasing and will abandon features entirely if it means a cleaner image quality lol. So kind of the reverse of what you're saying, but, both are similar in that we both have our "thing" that we're sticklers for and things our brains can't "unsee."

Want to add, never use this in online games, it can result in a ban. Only use it in single player games.
