Is tweakxl working or other mods?

Yes...all core mods are up to date and working. Best to check Nexusmods to make sure you have the latest update...I believe TweakXL put one out quite recently.

They do, yes. I'm using it along with almost 250 other mods, everything works fine... until next patch.

As the others said, most of the mods have updated and nearly everything works as expected. Caught me by surprise, I actually ended up writing a guide about modding the game:

Maybe that can give you some ideas?

But yeah, TweakXL is definitely working.
