In fact, I would highly recommend anyone who's planning to get the base game, to also get the expansion (dlc just sounds too small for what it is) because it will augment the experience by a lot. No spoilers here, but the expansion sometimes has details and missions that bleed through the base game, so yes, definitely get it if you can.
A whole giant explorable dystopian city is opened for you to sink your teeth into. Lots of cool stuff happening over there. The base game just isn't complete without it.
The main mission in Phantom Liberty is also a MUST. It's got a bunch of other quests in it as well. Even a couple hidden ones that will spring up when you think it's all over.
I'm trying my best not to oversell it. I thought it was amazing from start to finish. (well I'm not 100% finished with PL. Like I said, some things sprung up randomly and now I'm investigating it.
The gear you get in PL is also very good. That's all I'll say.

I would absolutely recommend it and it was very well done
it is more or less self contained but also adds as it steps everything up a notch and adds some new mechanics too
all in all worthwhile in my view

If you didn't like it, or are on the fence about it, then probably not.
I would describe PL as "More of the same, but done better". And by better, i mean things like the new Gigs added by PL all have multiple endings, atleast two different ways you can complete them, and different rewards for going either way. They clearly spend more time on the gigs and missions in PL, and it shows.
Damn, that sounds cool.
I just started playing this, got it on Epic years ago. It's a fantastic game. Very overwhelming at times with the many game systems.
I don't have PL as yet. I will wait until I can buy the full version a little cheaper. But the base game is great.
