I encountered same issue after 2.1 update. Seem like CDPR broke something FOV x LOD.
The fix is basically to change ur fov a bit down if you have it maxed, if its still not fixed, then try editing the file to increase fov to 120.
I have used mod for my game but this issue seem to not be mod related nor any hardware issue, the fault is all from CDPR Cyberpunk 2.1 update.
I did use a mod called uncap FOV that completely fixed all the issue, but ive heard that people that simply went in the files and edited the fov to higher also managed to get this fixed.

This mod simply increase the FOV cap from 100 to 120.
Very simple mod but it literally Fixes the LOD issue that CDPR somehow managed to awaken with their lovely 2.1 update. Enjoy ^^

All settings ultra, RTX off, DLSS off, slow HDD off, in-game LoD - max
you might want to try lowering your settings to minimum to see if that helps......if it does help.....then slowly increase the settings until the problems appear.
