It might be the forced vignette that darkens the edges of the screen (at least for me it was)
It got even worse for me when sneaking, the whole screen goes dark.
Fixed it with the 'Preem' mods from the nexus.

I picked the Preem optics with only the crouch/sneak vignette and the Preem scanner with the monochrome look so I can see clearer when using scan (there is even a terminator style red version scanner)

It's not the vignette or eye adaption either, I have mods to remove that. They just decided that the ligting should be "realistic" and thus there are no light sources in some places.
Those Kiroshis sure should have a night vision mode...
Like what the hell? You literally have bionic eye implant, why not make night vision mode? Very disappointing.
exactly. I`m playing PL and is a ♥♥♥♥ without nightvision... I`m using my ♥♥♥♥♥♥♥ sniper scope to see things...
It's weird because the very rare time in any of my 5 playthroughs that I thought I needed a flashlight, I would just turn the camera a bit and I have light again. There was never a point where I was like, man I really need a flashlight to continue in this quest or gig or I won't be able to proceed.
It certainly helps having a bright monitor, that's for sure. Still, there needs to be an in-game vision enhancement. System Shock from 1994 had vision enhancement, why can't this?
Edit: And oh yeah, make sure you get the mod that removes VIGNETTE, it's so annoying having the edges/corners of the screen darker for absolutely NO reason.
I find it's not too bad with ultrawide.
But i agree, PL especially is too dark and i hate it that in the "future" with all those cyberware yo cant have a light in the dark although it was the very first thing humans invented lol
