Welcome to the wonderful world of Level Scaling.
Try to set game difficulty to easy.
Not counting the expansion :)
But wait for Adam Smasher...I mean even with an OP buid it will be like 15-20 minutes. Mostly from running around.
There's side quests, NCPD scanners, cars falling from the sky, Cyberpsycos, Gigs, etc.. What's the point?
What exactly are you specced into? If you're using tech weapons with quickhacks like it sounds like then your best option would likely be to hide behind cover only popping out to cripple and weaken Oda with quickhacks while doing most of your damage via shooting at him with charged shots through the walls where his smart bullets can't get to you.
i tried it on very hard and the opening mission tested my patience. I've never liked difficulty coming from tanky enemies. its just boring.
It would also diversify the builds as some are just too weak for the insane amount of enemies you could end up facing. Cool down makes it so you cant kill fast enough without the proper build.
Boss fights in a game that allows full stealth gameplay are not a good thing anyways. they patched "Deus Ex: Human Revolution" back in the days to make boss fights playable for stealth gamers but in CP2077 you have to always upgrade you'r non-stealth dps which sucks especially now that the game got npc level scaling.
