Graphics setting on ultra at 1080p, no raytrace, frame rates never drop below 60 fps.
In no universe should Cyberpunk run on anything short of 120 fps with those specs, with RT off unless you're running it at 4 or 8k in which case well, tough luck GPUs aren't there yet.

i have a nvidia rtx 2060 super and i play with about 60~80 fps. granted, i play without raytracing stuff but at the moment is raytracing a bit bugged and does not look nice (they did something wrong with the raytracing pathing etc. which i think gets fixxed with 2.01).
and well, with 2.01 comes aswell a stability patch for PC ... so, maybe ya refunded it a biiit to early. i mean ya can rebuy it if the sale is still going and test it again when 2.01 comes out.
Given how well this game scales proportionally across various hardware and resolutions after all the updates to it, it's one of the better optimized games in the last few years. Far better than anything released this year, and significantly better than nearly anything running UE4.
Or would you rather they start lowering texture resolution, decrease Level of Detail further, remove lighting and shadow passes, etc to make the game look worse to suit your needs, OP?.
Betting OP is playing at 1080p output resolution and bottlenecking their CPU even harder by using DLSS, then blaming the game for it.

Using the same settings as before the DLC update, vol fog/clouds medium, SSR one tick from highest, medium crowd density, everything else maxed out...

That's an improvement over performance for me prior to the DLC launch. Given that a 4070 is about on par with a 3080 performance wise, you should be getting better with RT off (and the option to use frame gen).
What I think so many of the other commentators are not realizing is that I bet you have the ray tracing turned all the way up and you are possibly playing in 4k.
