First, of course, checking bodies as well as your surroundings for loot, this can be a huge help. Second... as hinted at above: crafting. You can also often find components as loot, you can break down stuff into components (there is even a perk for this that can automate the process). And you can also buy components from some junk vendors, but that can become an issue if you don't have much credits yet.
The main problem though is that there's a maximum amount of ammo you can carry around for all weapon types. So there's that to keep in mind as well.
Later on you can unlock a perk which will allow you to use your gun while you carry a body around. Of course there's only so much a handgun can do.
See, there's something else to keep in mind... the quality of your weapons and your firing.
There are ways to shoot people... you can spray 'm with bullets and hope for the best, but you can also try to aim for specific targets. Even a cyberpsycho is usually no match for a well aimed headshot, and the same applies to other enemies as well.
Then check the type of weapon you use... some need specific perks or an implant to use 'm. SMART weapons require an implant for instance, but they can target automatically which can make headshots easier.
POWER weapons can be used "just like that" but have a nice advantage too: bullets can ricochet off walls, so if you want to 'spray' enemies then why not try to make use of any misses and have bullets bounce back?
And if you really need to pack a punch: TECH weapons can charge up and even punch through walls. Though some power weapons can do so as well, not sure if that's a bug though.
So maybe you should also pay attention to which kind of weapon to use?
Speaking of which... you can also upgrade weapons and clothes. So if your weapon doesn't do enough damage, try upgrading? And also keep an eye open for whatever weapon you may find.
And to make this even more difficult: some weapons can also use mods. Mods which you can buy or craft (I'd focus on buying or looting first). That can help too... better critical shots, more damage, etc.
So yah... in short.. don't just mindlessly try to shoot people by spraying them. Take note of what type of weapon you use, try to aim carefully and of course... try upgrading your stuff.

Earlier I was able to use stealth to take out one enemy at a time and then retreat to a safe area and save, then take the next one, and so on, now I just seem to get attacked from every direction and have no place to retreat to.
Maybe I should go and do some other quests and raise my level and stats a bit.
A bit of a fun fact, bouncing bullets off the floor can be more powerful than shooting people directly. Pay Vic and buy a legendary ballistic hands from him. It has 50% bonus to bouncing shots. Bouncing shots has a bit off auto aim to it though so you can hit people from far away easier by shooting the floor in front of them. There's a low level perk that lets you see where it bounces so you can save a lot of ammo by bouncing shots at long range instead of missing from spread.
Crafting ammo is available at the very lowest level of Tech...you don't have to spend more than one or two Attribute points on it, and you'll certainly be doing at least that much.
Ammo can be found everywhere. Downed enemy bodies, ammo cans are present at most sites where you engage enemies. I rarely have to buy or craft ammo...often I'll avoid picking it up because I already have a full load [500 Pistol, 700 Rifle/SMG, 100 Shotgun and Sniper] and it is wasted.
