Some say 'stability and gameplay changes' *looking at you, Nintendo lol
They usually name quest/bug fixes by quest name, and then give the fix info.
Often, companies list things in chunks, like quest, bug, gameplay, character class, Páve, PvP, ect.
I'm sure the YouTubers will offer a TLDR summary for everyone
At least one update post said they wanted some changes/additions to be a surprise, and therefore did not list them.
Oh please. The game's performance was good even on Ultra but it was filled with bugs and glitches.
I replayed the entire game 3 times already, and the biggest bug i encountered was the naked T pose V did on bikes and cars while driving, and an unfinished gig which made me unable to get my Heywood achievement, nothing else. Not a single game breaking bug ever.
Go look up patch notes for each major patch released over last two years. Read what kinds of issues the game still had a year later.
Not only issues related to gameplay and open world nature of the game, but story and quests related ones.
The game is significantly shorter than Witcher 3, its in no way more non-linear than The Witcher 3, and yet quality control of CDPR let so many issues slip through.
I said i never encountered any game breaking bug, that is, that prevents you from finishing missions or continuing the game. Specific scenarios where you use mantis blades in a 45° rotation hitting a truck in a specific way at midnight night causing your nose to fall off is not something average players do. You sir are specifically searching for bugs to vent on the forums because you just don't want to enjoy playing this game. Simple as that. Patch notes are usually filled with fixes that are not game breaking bugs but mild inconveniences.
When it comes to technical side of things, a true metric of quality is the amount of effort you have to put into a game in order to cause a bug.
In case of Cyberpunk you don't have to put any effort whatsoever, and that's the real problem. You can try your hardest to avoid problematic situations but the game will glitch out anyways. Cyberpunk glitches out during cutscenes you have no control over. That's actually pretty good example because if you DID have control, maybe you'd be able to steer the events on screen to actively prevent the bug from occurring.
And that's very telling on level of quality of Cyberpunk: you as a player have to ACTIVELY keep an eye for potential bugs occurrences, and do everything you can to prevent them from happening. Oh, this character is clearly walking straight into that post, I'm gonna steer him carefully away with my body so he won't ram into it. My car will probably spawn in this place incorrectly, I'm gonna move a bit further away so it won't explode. I'll wait for this group of NPCs to move over before talking to quest giver, otherwise they will get trapped in the cutscene. Etc etc etc.
I never actively try to break games I play, because i want to have the best possible experience. I am usually very proactive and very conscious of games technological limitations. Unfortunately Cyberpunk is so unstable and gives you so little control in "live-action" cutscenes that it's virtually impossible to avoid bugs. And they are indeed game-breaking, but not in "the game caused my PC to explode and raped my cat" kind of way.
