This. Modders have a lot of freedom that devs don't have. On the other hand, they don't have direct access to the source code.
That said, the game isn't "broken".
There are already flying cars hovering about in the skies of night city, and it seems most meshes do have collision, there's just some unfinished rooftops and such that were never meant to be seen from above.
Hell there's another mod out that adds in fully realized monorail stations with NPCs and interiors and a working monorail you can actually ride in.
As modding gets better and more popular for this game, modders should be able to fix most everything that isn't hardcoded in the exe.
Mind you, i'd like to see flaying cars (or even better, dedicated AV) but chances for it are extremally slim. Not only there are a lot of lacking collisions or unfinished rooftops but also the city on the sky high level is totally shallow and locked down. It would require A LOT of work to create enough content and CDPR isn't interested in it.
I've seen the mods, i like monorail and stuff, but we don't even have people riding on bikes or by bus in regular game. Again, it would require a lot of work.
Most mods are locked behind proprietary locked down platform requiring account - nexus. I have no intention to ever use it, and a lot of people share my stance (not using it for different reasons).
The same modder that made the monorail is also working on a bus transit mod as well.
But your loss I guess.
Whats wrong with Nexus and registering an account with them? They have been around almost since modding became more of a mainstream thing. I have always found their website and content to be top notch and have been using them for many many years.
Some people are butthurt when nexus removes certain naked women mods or things that have copyright issues like using models, music, or video, from other games in a different game without approval from the game devs that originally made them (DMCA stuff). And they supposedly disabled the ability for mod makers to arbitrarily delete their mods (without submitting a support ticket for deletion first ) if they are a part of some big mod list that would break a larger mod if they were removed, for some sort of nexus program called vortex or wabbajack that will install entire mod lists so people don't have to constantly hunt around for each and every little mod on their own.
It was also meant as a stop-gap for overly temperamental mod authors that would delete their entire mod database over some stupid comment in a forum or such.
They want public files to remain public once they are released to the public.
From what I could see the usual knee-jerk reactionaries and a few easily angered mod makers removed a lot of their mods in protest before many of them ultimately came back when they realized they weren't getting the engagement or money they wanted elsewhere.
The hilarious part is that nexus and pretty much every website out there have some sort of line in their TOS that says the website can pretty much do whatever the hell it wants with users content, from patreon to nexus to google and any other number of sites, so ultimately it was people over-reacting to something they literally already agreed to when they registered on the site in the first place without reading the TOS.
Basically the usual internet fandom style drama just about every fandom suffers at some point or another.
