Report a translation problem
1 Load a gamesave before Takemura and V leave Wakako's office.
2 Finish the conversation with Takemura outside the office right away.
3 Right after the finished conversation and when the quest was updated, skip 23h.
4 See if the holocall triggers and the dialogue with Takemura starts.

Failing that, do the workaround someone posted above, assuming you have a save from then. (Always keep saves in this game before any major event. And not just a single quicksave or autosave, but multiple manual saves that you rotate through. The lesson I learned the hard way long ago from Morrowind, and have used in every PC game since.)
So, I suggested two possible solutions, only one of which involves loading an earlier save. The other involves just doing other missions, and waiting for longer (sometimes the timer gets bugged for whatever reason.)
The other does involve loading a save, as in the workaround someone posted above. If your most recent save is that far back (and to be clear, this is not me blaming you for the issue, the issue is real and should not exist and is the responsibility of CDPR, however) I suggest keeping more manual saves, more frequently. That should honestly be standard practice in any PC game in my experience. Not doing so is just never a good idea.

Then why are you responding to someone making a different one (going and doing more missions and simply waiting for more in-game time to see if it triggers) in addition to the above, by cursing and raging and saying you can't do that because your most recent save is too far back?
I don't want to waste time playing through side quests only to later learn I can never finish the main game quest and just start over all the way back to recapturing Hellman.

Understandable. Those are the only solutions (other than using an editor to alter the quest flags, which is also an option) known currently.
