I've also noticed that while the NPCs are random and will spawn and unspawn when we look away from them, if you scan them, they do have unique names. And if you later see what appears to be a repeat of the same model, and scan them, they will have the same unique name. So in that sense at least, they are unique. Which I found to be a welcome surprise, if still not ideal.
They will also do things like stop and sit down on benches. They will stop at food vendors, a food item model will spawn, and they'll stand eating it for a bit. Kids will throw objects at walls for fun. Homeless NPCs will sometimes panhandle. Gangs will sometimes be engaged in firefights that you can either participate in or ignore (distinct from the map icon events, I mean, like ongoing assaults etc. Not referring to those.) A lot of this is only noticed when I slow down and observe.
There are also some unexpected and fun quests that pop up from NPCs you happen upon. At one point while just exploring at night, an NPC hollered at me from afar, so I approached them. They offered to sell me something and, without spoiling it, this led to a small quest I didn't see coming at all. There are a lot of little things like this. Like the "secret" quest to find the missing Tyger Claw bike where you can start it in more than one way, without even realizing it. E.g. you can do it the way the guides all suggest or, as I did, accidentally happen upon the blood stains leading to the alleyway and the body instead and start it that way.
I do totally agree more spontaneity and emergent behavior would be welcome. And of course the police AI needs a total overhaul. But we always knew the NPC AI was going to be TW3-like, based on footage and what they told us. (And before anyone says, "No, they said full day night cycles and hand-crafted routines!" they said the same exact thing about TW3. This is what they meant by it. NPC numbers and animations changing with time of day and having "routines" in the form of animation cycles and what district they spawn in etc. is technically consistent with what was said. It just isn't what people imagined it meant.)
