So either disable RTX or drive in third person, or just drive motorcycles.
One is that when in first person in vehicles, even with RT lighting off, there is a problem with over-brightening of the fake HDR used in the game when passing from dark areas into bright ones.
Another is that, again even with RT lighting disabled, driving in first person results in the world in general being over-bright. You can tell it's an issue with how light is processed through the windshield in first person, because looking out open side windows completely eliminates the issue. It's definitely not just an issue with gamma or how it's intended to look.
Lastly, with RT lighting enabled, there is an issue where NPCs' eyes glow unnaturally and are otherwise completely shrouded in shadow, when you're looking at them inside a vehicle in first person (such as during story or mission sequences requiring that.)
Solution for the latter is to disable RT lighting (it isn't shadows or reflections, just lighting.) Solution for the other two, for now, is to drive in third person. No amount of gamma or other settings tinkering will fix it.
