At OP No clue been wondering the same thing lol I do remember reading a shard that mentioned somewhere marked with a cross thought it was to do with that, but then I started finding them everywhere lol
Never thought that it could be a dev thing lol but does make sense they may use markers when creating large city scapes :)
The only other thing I wondered is whether they where tied to a hidden achievement that you may get for visiting all the locations :) other than that like the OP not found any significance to them yet lol

True, could be NCPD marks for crime scenes, or crosses left by anonymous persons where a friend died, or gangs codes. Also can be military code (maybe 6th street) because similar crosses or circles are used IRL when you search for living persons in buildings after a catastrophe ( called FEMA and INSURG markings)
I know this is super late, but I still wanted to say it anyway: I am of the opinion that it's just random graffiti to make the world seem more real and immersive. There is plenty of graffiti in big cities, including random "X"s, that mean something to the person who put it there, or to a group of people, etc. Homeless people and squatters are known to use symbols to mark different city locations of interest, to communicate with others in similar circumstances. Gangs do the same. In Cyberpunk, it could just be that those "X"s are decorations with that in mind.
Or perhaps it's a secret to be unearthed. That would certainly be the much more fun option, for sure.
