I thought GPU temperature limits depended on which card you use. Also, before it reaches it's limit there should be throttling to bring it back down. ~88c seems true at least in the case of new nvidia cards but it isn't a temperature you can apply to all cards afaik.
but OP sure got it cool enough with a stressed 2080s gpu at ~70°C....
its intended for up to ~80°C looong time

The GPU is overclocked and getting ♥♥♥♥ temperatures. but even RAM usage is around 3.4GB
Game is performing well, 60-70% CPU usage too,
i5 10400f,
mapped 8192MB,
GPU 8GB mapped in the memory offset,
there is only lag occassionally in stream.
The 2080S is not really good enough to run 1440p at 60 fps at ultra, without DLSS. Even without RT.
You can turn down some settings like Screen Space Reflections or Volemtric Fog/Clouds and that will give you a lot more fps.
68c is super low temps, I dunno why your worried about that. My GPU is running at 80-85c, which is fine too.
DLSS is supposed to dynamically alter the res/ai-scaling due to current load, and it would make sense it would go as far to full usage as possible - when in use, it would try to reach as much quality as possible while saving frames on adjusting the res accordingly.
